Dobbs Defense Solutions, LLC, mostly known as D2S, is a Service-Disabled, Veteran-Owned Small Business (SDVOSB) and Women Owned Small Business (WOSB). D2S is registered with the U.S. Department of Veterans Affairs and Veterans Enterprise Center. The company is headquartered in Rockville, Maryland, among other federal contractors supporting a myriad of information technology and cybersecurity programs.

As founder and Chief Executive Officer of Dobbs Defense Solutions, LLC, Ms. Erica Dobbs oversees wide-ranging aspects of the company’s daily business operations. Erica is a military veteran with over 35 years of leadership, management, and business experience.
As a senior executive, she provides leadership and strategic direction for her company. She is responsible for D2S’s domestic and global business operations. Her senior management role spans leadership, policy, and portfolio management for D2S’s business, revenue growth, processes, and client delivery. Her long-term vision is to bridge the gap between the company’s traditional and state-of-the-art technologies, the government and commercial sectors.
Dobbs’ offerings comprise—cybersecurity services, IT consulting & management, and technology training for dynamic operational environments. Erica received an MBA and a Master of Science Degree in Cybersecurity from the University of Maryland Global Campus.
Lena Stewart is the Chief Human Resource Officer at Dobbs Defense Solutions, LLC. She has been an integral member of Dobbs Defense Senior Executive Leadership Team since joining in 2019. Lena provides oversight of the day-to-day administration and operations of Dobbs Defense Solutions office functions.
Lena brings to the Dobbs team over 17 years of experience in the corporate, state and local market sectors. Prior to joining Dobbs Defense Solutions, Lena resided in Jacksonville, FL where she was employed for nine years in financial services and federal student aid at Florida State College at Jacksonville. She spent six years providing administrative and financial management support in the public school system in Norfolk, VA, and two years in the destination management industry, and investments and insurance management in Newport, RI.
Lena currently holds various degrees, and certificates in Business and Accounting Technology from Florida State College at Jacksonville, and also project management from Syracuse University, NY.
As Vice President of Finance, Leo brings 20+ years as a seasoned C-level executive as well as Founder & CEO of several companies. With solid background in accounting and finance, Leo brings many years of experience in scaling businesses profitably as well as raising capital for growth and mergers and acquisitions (M&A) expertise. Leo has advised on multiple occasions on both buy-side and as sell-side M&A multi-million dollar transactions.
Leo received a B.S. degree in business from Edgewood College, Madison, WI.
Most recently Leo was also chosen as subject matter expert (SME) in accounting and finance for SBA THRIVE, an accelerated entrepreneurship education program sponsored by the Small Business Administration (SBA) aimed to train executives of high-performing small businesses throughout the United States. Leo is a husband & father, author, speaker, and serial entrepreneur, a voracious reader, 80’s music fanatic and a travel enthusiast.
Brett Hayden has more than 17 years of experience in strategic account management, operations strategy, consulting, training, and system implementation. Brett has served in government contracting, national security, higher education, and healthcare industries. He has managed teams supporting the integration and implementation of critical systems to enhance business operations. His focus spans growth strategies, partner engagement, and important account success initiatives to ensure client goals and objectives are met.
Brett is a decorated U.S. Naval Air veteran with over 20 years of experience. He held several management positions in Maritime Patrol Squadron departments—such roles include operations, training, safety NATOPS, and Certification Instructor, focusing on Mission Readiness. As a University Professor, he has taught courses in business and marketing.
Brett holds a Master’s Degree in Management from Cambridge College. He also received a Bachelor of Science Degree in Design from the University of Maryland.
Ms. LaToya C. Staten is currently the Human Resource Administrator for Dobbs Defense Solutions. In this role LaToya Staten leads our employee recruitment and retention programs, leadership development and industry engagement initiatives.
Prior to joining Dobbs, LaToya was Chief Strategy Officer of Connected2Tech LLC, a boutique technology workforce consulting firm. Her various engagements focused on developing and leading innovative cyber workforce training programs including apprenticeship readiness for opportunity youth and underrepresented populations.
Ms. Staten has led several initiatives focused on advancing public-private workforce and economic development opportunities in key industries such as cybersecurity, the “internet of things”, and innovation.
LaToya holds a Bachelor of Arts Degree from Michigan State University. She is a Certified Agile Scrum Master and has received additional certificates in Technology Entrepreneurship, Cybersecurity for Leaders, Small Business Consulting, and I.T. Service Management.
Pete Senholzi has more than forty years of hands-on, advanced technology business development, operational support and strategic planning experience and retains an extensive network in both the public and private customer sectors. This experience includes support to both government and large and small private sector organizations. For the past decade, Senholzi has directly contributed to over $1.5B dollars of new awards primarily in the DoD, Cybersecurity and Intelligence market sectors.
Senholzi holds both a bachelor’s degree in engineering and a master’s degree in business/marketing from Drexel University.
Cynthia Miller is a career professional who collectively served 44 years as a Human Capital professional at the National Security Agency (NSA), Office of the Director of National Security (ODNI) and the United States Navy. She retired from federal civilian government service in 2021 having served 17 years in a number of leadership roles at NSA and ODNI.
Selected as NSA’s Chief of Human Resources Group, she created an environment that shaped and enabled successful management, implementation and administration of all plans, policies, services, and programs associated with the entire NSA workforce (civilian, military, and seniors); strategies and design; employee services; recruitment and hiring; diversity; global services; and occupational health, environmental and safety services. These duties were expanded across the Intelligence Community & Department of Defense in her capacity as NSA’s Chief Human Capital Officer.
Ms. Miller is a 2008 graduate of the MIT’s Seminar XX1 – Foreign Relations and International Affairs Fellows Program. She has a BS in Business Administration from Savannah State University, Master’s degree in Business Management from Central Michigan University, and is a graduate of the Marine Corps Command and Staff College with a master’s level equivalency in strategic planning.
Prior to joining NSA, Ms. Miller served 27 faithful years in the United States Navy as a Personnel/Human Resources Officer; she attained the rank of Captain (O6). Key assignments included major command, commanding officer, and executive officer.
As the founder and Chief Executive Officer of Kaleidoscope Affect, LLC, Dr. Linda Singh provides leadership and management consulting as well as strategic advisory services for various public and private sector clients. Previously, Dr. Singh was the Interim Executive Director and CEO of TEDCO, focused on investing and helping to grow early-stage technology and life sciences companies to fuel economic development and growth. Prior to that, she served as a Major General in the Maryland National Guard, dedicating more than 38 years of service. As the Adjutant General and Cabinet Secretary, she was responsible for the Maryland Military Department. As part of her military role, she worked with senior-level officials at ministerial and ambassador levels in Estonia and Bosnia, developing country strategies under the Department of Defense State Partnership Program. Dr. Singh retired from Accenture in 2016, she was a Managing Director in the Health and Public Service North America Operating Unit, where she served for 21 years.
Dr. Singh has received numerous awards, among them the 2013 DiversityMBA Top 100 under 50 Diverse Emerging Leaders, The Network Journal 25 Influential Black Women in Business Award for 2014, and recipient of the Ellis Island Medal of Honor for 2015. She was inducted into the Army Women’s Foundation Hall of Fame in 2021. She holds a bachelor’s degree in business, a Master’s of Business Administration, a Master’s of Strategic Studies, and a Ph.D. in Industrial and Organizational Psychology.
Jimmy Smith started his own small business entitled, “Smith Advisory Consulting” after retiring as a member of the Senior Executive Service after 32 years of working for the Department of the Navy in April 2023.
In 2019, Smith served as the Small Business Director for the Department of the Navy. He was charged with overseeing small business acquisition policy; strengthening government and private sector partnerships; and fostering opportunities to leverage small businesses as a strategic advantage for the benefit of our warfighters. In fiscal year 2022, in a collateral duty capacity, Smith served as the Chairman of the Federal Office of Small Disadvantaged Business Utilization Directors Interagency Council. In 2017, he served as the Deputy Assistant Secretary of the Navy for Expeditionary Programs & Logistics Management. In 2013, Smith served as the Director for Integrated Nuclear Weapons Safety and Security within the U.S. Navy’s Strategic Systems Programs. During his tenure, he delivered the U.S. Navy’s first and only underground nuclear weapon production and storage facility and awarded the first life cycle support contract for the nuclear weapon safety and security program. In 2010, Smith was selected to become a member of the Senior Executive Service. He served then as the Director for the Above Water Sensors Directorate within the Program Executive Office for Integrated Warfare Systems.
Smith received a Bachelor of Science degree in mechanical engineering, in 1990, from Tuskegee University. Graduate-level studies included Environmental Engineering, Marine Engineering, and Business Management.
